Return Certificate
The right of the following individuals to return to the Republic of Azerbaijan is carried out on the basis of a Return Certificate issued by the Republic of Azerbaijan:
- Citizens of the Republic of Azerbaijan who have lost their passport abroad, had their passport stolen, or whose passport has become invalid or expired, and minors under the age of 18 accompanying them, or citizens of the Republic of Azerbaijan who have reached the age of 18 in a foreign country.
- Stateless persons legally residing in the Republic of Azerbaijan and minors under the age of 18 accompanying them, or children who have reached the age of 18 in a foreign country and are permanently residing in the Republic of Azerbaijan.
Documents required for the Return Certificate:
- Application form;
- In case the passport is invalid or expired – the passport itself;
- Two color photographs (3×4 cm in size);
- One of the following documents with a photograph:
- Identity card of a citizen of the Republic of Azerbaijan;
- Military ID issued by the Republic of Azerbaijan;
- Driver’s license issued by the Republic of Azerbaijan;
- Other official document confirming identity or citizenship;
- Birth certificate or identity card of a minor under the age of 18 accompanying a citizen of the Republic of Azerbaijan, or a citizen of the Republic of Azerbaijan who has reached the age of 18 in a foreign country;
- Other official document issued by the Republic of Azerbaijan confirming the identity of a stateless person permanently residing in the Republic of Azerbaijan;
- Birth certificate or official document issued by the Republic of Azerbaijan confirming the identity of a minor under the age of 18 accompanying a stateless person permanently residing in the Republic of Azerbaijan, or a child who has reached the age of 18 in a foreign country;
- Receipt of payment of a state fee of 10 (ten) USD.
The fee must be paid in euros equivalent to the exchange rate of the day.
The fee for the issuance of the Return Certificate must be transferred to the Embassy's bank account (NL38ABNA0403491843), and the payment receipt must be submitted to the Embassy along with the other documents.
State fee is not charged for the issuance of a Return Certificate replacing a passport for citizens of the Republic of Azerbaijan in the following cases:
- When holding a diplomatic or service passport;
- When studying abroad (upon submission of the relevant supporting document);
- When engaged in pedagogical activities on a state basis;
- When released from penal institutions in foreign countries;
- When deported, readmitted, or extradited from foreign countries;
- When a victim of human trafficking;
- When under the age of 18;
- When a citizen of the Republic of Azerbaijan has lost or had their general passport stolen abroad and submits a supporting document from the relevant police authority of the foreign country.
The Return Certificate is issued within a maximum of 3 calendar days from the time the application form is registered, after the submission of the required documents by the citizen of the Republic of Azerbaijan or the stateless person permanently residing in the Republic of Azerbaijan.
If the relevant documents confirming the identity of the citizen of the Republic of Azerbaijan or the stateless person permanently residing in the Republic of Azerbaijan are not available, the diplomatic mission or consulate of the Republic of Azerbaijan sends a request to the State Migration Service of the Republic of Azerbaijan, either through the Ministry of Foreign Affairs of the Republic of Azerbaijan or directly in exceptional cases, to verify the accuracy of the information provided by the individual.
The State Migration Service of the Republic of Azerbaijan conducts the necessary checks within a short period (not exceeding 3 working days) and informs the diplomatic mission or consulate of the Republic of Azerbaijan about the results obtained.
If the accuracy of the information provided by the citizen of the Republic of Azerbaijan or the stateless person permanently residing in the Republic of Azerbaijan is confirmed, the Return Certificate is issued within 3 calendar days.
The Return Certificate is issued to a stateless person permanently residing in the Republic of Azerbaijan with the consent of the State Migration Service of the Republic of Azerbaijan.
